Can anyone advice me how to build a scenario?

It's my first time to build a scenario. Do you have any advice for me?
 
I have some problems I am unable to overcome.

1. How do you build all these buildings which are already in the cities?

2. How does the "objectives-setting" work?

3. When I'm builing the scenario, time starts running. Is there a way to prevent this?

Q3.
When building a scenario, be sure to have the "Always wait at end of turn" game option set on. That will allow you to switch from tribe to tribe without worrying about the game turns advancing. Just be sure not to hit enter which ends a tribes turn.

Q2.
Objective scoring is another form of scoring for CIV II. It ignores the usual factors in calculating the scoring percentage. Objectives assign 1 or 3 points for ownership of a city. There is an option to count each wonder as 1 point, but the downside to this is that you cannot build wonders if they are assigned as objectives.
Please also be aware that in MGE and ToT the 3 point objectives don't work due to a bug.

Q3. The standard way of doing this is to save as a normal game each time without saving as a scenario. Then when you continue you load as a normal saved game. There is nothing stopping you from saving as a scenario as well each time - just remember to load from the saved game.

Take note that you cannot use the events editor as each save game has its own stored copy embedded in the file. If you activate the events editor, it will overwrite the master copy with its own version. If you need to use the events editor, you have to start as a scenario, use the editor and then quit without saving.

At the end of it all, load the final saved game and save as a scenario.

Q1. When in scenario mode, there is a cheat button which allows you to get free city improvements in the screen where you choose what to build.

Take note that you cannot sell more than one improvement per turn so be careful what you give to the cities.
