Can I change the controls?

Well, I want to know that too.
I have a laptop where the numkeypad is integrated with the alphabetical keys, meaning that I have to hold "Function" down every time I want to make a normal move. I tried to make a program which replaced certain key strokes, but I think it was a failure:( , so I can't help you.
 
Could you be more specific - which particular "controls" do you want to change?

There are third-party keyboard remappers, and some 3-button mice or trackballs also have software to redefine a key combination to the extra button. Is that the kind of thing you are looking for?
 
I have a labtop and wold like to control the units with:
Q W E
A # D
Z X C
 
Within the game - the answer is no unfortuntely.

You may be able to find some progs around as mentioned above that may help but I doubt it.

I play on a laptop and as long as num lock is on then the letter keys with the additonal numbers work fine (on mine they are grouped around I and O keys) - I even manage to play civ3 on a laptop and that has more keyboard short cuts ;)
 
Civ3 I found was easier to play than civ 2 on my computer, because it was easier to use the mouse than in civ 2.:) Have you ever tried to play a game and use the small arrows you can get in civ2 when you move the cursor over the map? That function is pretty sad:(
