Well, I want to know that too.
I have a laptop where the numkeypad is integrated with the alphabetical keys, meaning that I have to hold "Function" down every time I want to make a normal move. I tried to make a program which replaced certain key strokes, but I think it was a failure , so I can't help you.
Could you be more specific - which particular "controls" do you want to change?
There are third-party keyboard remappers, and some 3-button mice or trackballs also have software to redefine a key combination to the extra button. Is that the kind of thing you are looking for?
You may be able to find some progs around as mentioned above that may help but I doubt it.
I play on a laptop and as long as num lock is on then the letter keys with the additonal numbers work fine (on mine they are grouped around I and O keys) - I even manage to play civ3 on a laptop and that has more keyboard short cuts
Civ3 I found was easier to play than civ 2 on my computer, because it was easier to use the mouse than in civ 2. Have you ever tried to play a game and use the small arrows you can get in civ2 when you move the cursor over the map? That function is pretty sad
