Can not load MODS

Hiyas, I have all the slowdown issues and I still can not play on a large map but I also have a Mod loading issue. Whenever I enter the game and try to load a Mod it tells me the game has to restart. The poblem is that the game quits then the loading screen comes up disapears and when the checking xml init engine stuff is supposed to start nothing else happens. I checked the program manager to see what was up and i see the Civ4 exe and another civ file running but the game is not booting up. I have to shut these programs down then i can start civ 4 again without the mod loaded. Anyon else aving this issue?
