Can Someone Explain Saladin's UA?

So, any player can buy whatever worship building Saladin picks (and presumably, at least one will be reserved for him since he's waiting for the last prophet?), and they can buy it for only 10% its normal cost, and that building gives a 10% boost to science, faith, and culture.

So, is that a cumulative 10% for each foreign city that buys the building, so Arabia actually actually wants other players to buy the building? Or is that only 10% for each city in which Arabia builds the building themselves, in which case Arabia doesn't actually care that other players can buy the building on the cheap?
 
I played Saladin the other day and it was a straight 10% of the normal cost. As for other civs, I haven't played a game yet where Saladin converted any of my cities so I don't know.
 
The way Saladin's UA reads, any player can buy it. It doesn't even specify the need to convert their cities.
 
Yes, any player can buy it (if they've got his religion in a city that is). I've had Saladin convert my cities, and then I could buy his worship building in my holy site for like 30 faith. Quite convenient really
 
So any player can get the +10% to faith, culture, and science?
That part I haven't actually looked up so I'm not sure, but I don't think so. At least look at how the ability is phrased:
"The worship building for their religion can be purchased by any player for just one-tenth of the usual faith cost. The worship building is enhanced to add 10% to the science, faith, and culture output of Arabian cities."
The first part specifically says "by any player", whereas the second part specifically says "Arabian cities". So if it actually does what the tooltip says (which is not always the case in this game mind you), then only the cost reduction should apply to everyone, but the yield boost to Arabia alone
