Can someone explain to me why this alpha atlas is slightly messed up?

I created an alpha atlas for new civs using Gimp, and it is for the most part, rendering normally in game. The symbols I designed are appearing as intended. However, the one problem I have is that although the icons are right and appearing with the correct civs, they all have black backgrounds, which is of course not supposed to happen for an alpha atlas. Since the icons are showing up next to civ's city names just fine, I know I did all my coding right. So, something must be wrong with the art.

In that case, could somebody take a look at this attached alpha atlas I made with Gimp and tell me what I can do to make sure that the background is transparent? This is the PNG version before conversion, because I can't put the DDS version on here. Thanks.

Because you draw Black Backgrouds !

You are supposed to make your icons White on Transparent color.
Also civ_alpha.dds must be 16, 24, 32, 48, 64 and 128 pixels

To upload .dds on civfantics, zip them.
 
Thanks very much for the information. I redid the alpha atlases last night with transparent backgrounds, tested them just now, and they render perfectly normally.

Nonetheless though, I thought the alpha atlas only had to be 24 and 32 pixels? I just had that assumption because those were the only two sizes of alpha atlases I saw for civs in the Earth 2014 civs mod (I am making a complement adding many more modern European and Middle Eastern civs). I only made the 24 and 32 pixel size atlases, but since I have the original 256 pixel one, I can easily resize it make the others. Even so, what would the other sizes be used for? The 24 and 32 pixel size atlases seem to be working just fine on their own at the moment.
 
Ah, thanks. If the bigger sizes are used in the World Congress and Ideology Screen, I'm going to have to check on the original Earth 2014 civs to see how their icons are looking on the screens you just mentioned. I was wondering why there were only two sizes of Alpha Atlases in the Earth 2014 civs mod. If there's an issue I'll probably just have to make a new additional atlas since I don't have a bigger one to shrink, which isn't a big deal.
