can spread non-state religions while in theocracy

I guess I'm not sure whether this is a bug or bad documentation. But whenever I run Theocracy, I find that I can still spread religions that I already possess to other cities. I think that the only such religions I've tried spreading during Theocracy are ones I've founded myself though... so perhaps it's limited to religions that are either your state religion or founded by yourself. But in any case, there's still a mismatch with the doc. Can someone please clarify? Thanks!

Sorry I don't have a savegame to post, but since this has happened in all my Warlords games, I assume it's fairly common.

You yourself can spread any religion with missionaries, but only your state religion can spread naturally. Also rival civs you only use missionaries from your state religion in your cities (they cant spread other religions to you)
