So the question is, can you move your capitol (at least during peacetime) if it happens to be close the border. Ideally you wouldn't want this situation. But random maps sometimes put you in this situation, and it cannot be avoided.

That sounds like a situation where an early rush would be needed, but unless you're on a very small or overpopulated map, how often do you end up with two capitols next to each other with no room for cities between them?

Picking meaning nº 7 or nº3 against meaning nº1 is not as convincing as that ;)

P.S This was more a rant vs the tendency that most americans have to use capitol and capital as equivalents , just because their ( and yours, by what I see ) capital has a capitol. There are only 2 cities in the world that have capitols and are capitals , you know ... :D
