Cannot build Space Station

In my recent game, I could not build a Space Station in any of my cities. The required space was not available anywhere on the map. Is it random to be able to build the space station and continue down this path in the game?

After the first time I struggled to place the late-game projects, I adopted the practice of leaving a territory undeveloped or settling islands strategically in the late game to reserve space just in case.

This is one area islands really came in handy, for the missile tests and space projects (actually makes sense since a lot of nuke tests for example were done in the Pacific)
