Cannot connect to a site I know isn't down

I'm not entirely sure how I'd go about that... seeing as I've pretty much never had the need to do it before.
 
I dont think that would help. If it was a proxy problem wouldn't all pages stop working? Plus, I think being on a network would make setting up a proxy a pretty big deal (i've never actually done it myself).

If you want to give it a try i'm sure there are step by step web pages if you shearch google.
 
I suppose you're right about it not being a proxy problem... Any more suggestions other than a straight-up PC nuke?
 
You said your using a shared connection. Try connecting when no one else is on. Its possible your connections just too slow for the site and its timming out.
 
I try that on a regular basis. I thought it could be that too, but it turns out it's not that either. I tried disabling sharing the connection and making it mine alone, still the same problem.
 
If it happens with multiple browsers; it's very likely the DNS settings are incorrect -or- blocked by your ISP. To overcome that you might want to use a proxy.
I'm no expert on that but it's located in (for instance IE) Tools >> Internet options >> connections >> LAN settings.
 
Following a format, the same problem exists. Clean install, still the same problem exactly, so I'm now thinking it may be the ISP itself.

Anyone here on NTL can access the page? Is it possible to block access to an IP in a particular geographical area and not globally? IE - ban an IP in a small region of the UK, but not across all their customers across the UK
 
Yes, it is possible to IP ban someone. It could be that they banned someone that happened to be using your IP before you were. And if there's a problem-child from an ISP that uses soley dynamic IPs (IP assigned with every connection) then possibly they did a blanket ban of an IP range.

Can you go to your library and use their internet connection, to see if they're blocked? Or maybe a WiFi connection, if you're so equiped?
 
Someone else with NTL has no issues with the page... and I've tried the proxy thing with no success...

Any more suggestions?
