Cannot declare war/peace to CC in game created by myself

I have following problem. I create game in SM'cC V SDK and make start save. After in game when I am trying to ask/demand any AI to declare war/peace to any CC I have problem. When I push pic of CC, that I havent any respond. It was only in games that I were made in SDK, if I am started custom game that I havent such thing.

This situation was check many times in different starting settings of map. You can find start save, some save in duration of game and map here.
