Cannot find last civ

Hello

Just playing my first game, and on the cusp of a religious victory. I've converted all the civs I've come into contact with. The issue is, there is apparently still an unknown civ out there - but I just cannot find it, I've sent apostles, rangers, scouts etc. all around the globe and as far as I can tell I've looked everywhere.

I guess there could be a small island in the middle of the ocean with a single city civ on it, but I was just curious to find out whether there is a known bug whereby there is apparently a 'missing' civ?

Note that the Religious Victory screen will tell you not only how many civilizations you have majority over, but which ones they are. Process of elimination can then be used to determine who's left.

I've only got three of my own cities and they are all converted to my religion.

Anyway, I thought you just had to have 50% of the population of any civ following your religion? I know for a fact I haven't converted all of Rome's cities but he is still listed on the victory progress screen as being converted.

Note that the Religious Victory screen will tell you not only how many civilizations you have majority over, but which ones they are. Process of elimination can then be used to determine who's left.

All known civs appear to be following my religion - there is no mention of any unknown civ on that screen. But occasionally I get messages saying things like "an unknown civ has built a wonder", however I just cannot find them and I am beginning to wonder whether the unknown civ is actually just one of the known ones.
 
Is there a tech or wonder I can pursue which will reveal the entire map and all civs?
 
you can launch the earth satellite.
also check the religions screen and look if this unknown civ has its own religion or not.

That's the problem - there is no mention of an unknown civ on the religions victory progress screen, and all religions are following mine. So, why haven't I won?
 
The religion tab under the world ranking screen tells you who you've converted; just check which icon does not appear. Note that Your own icon will appear in the list if you're converted yourself.

Are you sure? Also, note that all cities you've conquered are part of your empire too; several people have overlooked those.

More than 50% of their cities must be converted. Population doesn't matter.

A simple process of elimination would say that since you haven't explored the ocean then that's where it is.....

I meant the religion screen (near the policy screen), and not the religious victory screen. In the first you would see any religion founded, even when you don't know the civ and you can see how many cities each religion controls. You even see a list of the cities following each religion, although you only see the names of the ones you discovered already.
I'm not sure if you also need to convert some of the city states, I always do anyway (Papal Primacy, ahoi). But if you haven't explored the whole map, chances are that there is still an undiscovered civ around instead of anything else.
 
Mystery solved. Rome must have built a new city just as I was converting what I thought that was the last of India's - as such, Rome was no longer 50% converted. Once I converted Rome's new city, I got the victory screen.

The messages about "an unknown civ has built a wonder" must have been old.
 
There's a bug when your enemy gets overrun by barbs, they raze the city and you cannot win by domination anymore. Welcome to Civ 6.

edit: misread the OP. Forget what I just said.
