Cannot Install Civ4 Error Code: -5009 : 0x8002802b

I have Windows 7 Ultimate x64. when I try to install the game, I get this error:

I looked at the Sticky - The Civ 4/Vista Survival Guide but I cannot even get past the vanilla install. I do not let auto run start and I run as administrator as the guide states. I have tried to set it to compatibility mode as well.

I cant even install on RTM of Windows 7 Ultimate x64

I dont install from autorun, right click on setup.exe in the CD drive and run as admin, then I get this

Well, I renamed that folder, put a .old after it. The setup launched. It said it had to install DirectX and to click next to begin. when I clicked next though, it brings me to a Exit Setup button asking me am I sure I want to Exit. All I can click to continue is yes. If I click No, I keep getting the same prompt. So it clearly needs installshield.

it should have created a new installshield directory while doing that: as for directx: try installing it by yourself (it needs some files from an older dx version than 7 uses: http://www.microsoft.com/downloads/...38-db71-4c1b-bc6a-9b6652cd92a3&DisplayLang=en
