Can't build Beacon or Emancipation Gate

Every time I try to build either the Beacon or the Emancipation Gate, all I get are big black dots over the hexes of the map of the city involved and nothing in the city's build queue. What am I missing or doing wrong? Help me before the AI players catch up with me. I am using an iMac 3.2 GHz i3 with OSX 10.10.3.

Those big black dots are the available hexes you could put your beacon/gate on. Click on one and your project will be added to the build queue and start building on that hex.

Well, DUH! Wish I had known that 15-20 turns ago. Thanks very much.

When all the black dots appeared I guess I just freaked and thought it was a glitch and never even bothered to run the cursor over any of them.

By the way, I thought I was pretty thorough looking through the help documentation. Obviously I completely misunderstood what I was reading or just plain missed it. Any hint where I might find the info?
