Can't change map size, bug?

Played last night, a standard game as Washington. I can still load that game. However, now no matter what map size I choose, it starts a new game as a dual sized map. Any ideas here? The damn game even says on the main menu standard, or huge, or whatever, but it is a dual map size.

I am pretty dissapointed. Tried everything I can think of. Has to be a bug. Google search comes up empty as does search of tech forum here. I can't play this game on dual maps only.
