some of the leaders are missing

as you can see teddy is missing. others include shaka, mapuche, cree (maybe ive missed one).
i couldnt find anything they had in common, checked the gamefiles, disabled all mods+dlc and restarted (ive activated the dlcs again as you can see)
if you have any idea how to fix this pls let me know
