Can't claim Great Prophet

I'm not sure if it is a bug or not but i'm not able to recruit a Great Prophet because it says that another civilization has a claim on it even if i'm the first in terms of Great Prophet Points.
Is there something i'm missing or is it a bug?

Is Arabia in the game? Guess they have the claim on it as their UA is getting the last prophet,

Yes Arabia was in the game and i wiped out it.
Anyway i'm attaching a savefile

I think there's already a bug report from CD release (pre patch) from Arabia's ghost claiming the last prophet.
I don't recall reading anything in patch notes implying it was fixed, so it's probably still there.

Oh, hey, this explains why Spain in my last game had like a billion GPP and couldn't claim one. Poor Phil.
