Can't Control Unit Status

I'm trying to set two stacks of artillery to heroic and it's not happening. Not certain what's wrong with it. I can easily set every other unit's status, but these two aren't working. One will set for a few seconds, then switch back. The other won't set at all. Neither play is interfering with my decision to set their units stance.

The other players can't set their artillery to heroic either. I'm having trouble setting other units to heroic as well. It's going to be a major problem if this persists throughout the battle.
