Can't fill wildcard slot (Not a Bug)

Apparently it's very easy to reproduce this bug: just make a beeline for Political Philosophy without learning Military Tradition or Mysticism first. If you change government types, you will not have any available Wildcard policies and the game will prevent you from proceeding. You also won't be able to change government types back to Chiefdom, because you already committed to a government change that same turn.

Seriously dumb. Hopefully this will be fixed soon. Fortunately in the early game, not very much happens each turn so I can reload the autosave easily.

Nope. Works as intended. A Wildcard slot is seriously a wildcard! You can put any card in it : military, economic, diplo or no category. Try putting one of the available cards in the slot!
 
There is a version of this that is legit bugged. If your order of operations involves committing to policy cards, then you use a great merchant to get an additional slot, the game will prompt you to fill the slot, which you can't do because you already did that this turn. It soft locks you. If you have a turn timer on you can wait it out and do it the following turn. If not, you might be screwed.
 
That also happens when you for example add more cards to governments or make cards unavailable via modding.
A small oversight but still, you should be able to not socket policies if you don't have any, maybe even intentionally not socket cards even if you have cards available.

This topic is hilarious though. I understand not realizing that the Wildcard Slot is Multicolored to symbolize the fact that you can put anything into it, I understand confusing the name and thinking it's probably super-random bonuses that don't fit any other category... but OP went from "Oh, I think I've run into a problem here!" to "Let's make a bug-report!" without ever trying to just socket another card, without looking for the first wildcard policy and realizing there aren't any, without realizing that if the problem existed the way it occurred in his playthrough it would be very easy to replicate and reports about this problem would be all over the place...

I don't understand how that's possible. :D
