Attribute points are very powerful in Civilization 7 but the way to earn those is (at least partially) hidden inside the "black box" that are narrative events. In this guide i'll try to list all of the different ways to gain attribute points so that we can incorporate them into our strategy instead of gaining them seemingly randomly.
This is very much a work in progress. If you notice anything missing please tell me and i'll add the information.

How to get attribute points?

There are 6 ways you can get attribute points in the game, thought some are more straightforward than others :
  • Mementos. The first 6 Mementos you unlock gives you attribute points for the 6 attribute trees. Since they are unlocked very early everyone should have access to those from their 2nd game onward. You can choose 2 mementos at the start of the game and can change those each age and you can't choose the same Memento twice. That means you can get up to 6 attribute points during a full game with at most 3 in any specific tree. While there are many other powerful options with Mementos, if you're unsure which one to use you can't really go wrong with an attribute point towards your Victory Condition of choice. It can also help to get an Expansionist point (for faster Settlers production) or Militaristic point (for free War Support) at the start of the game if you plan to expand early through self-expansion or conquest. Other than playing Ibn Battuta, Mementos are the only way you can get attribute points in the very beginning of Antiquity.
  • Legacy Points. Starting from the Exploration Age, you can use Legacy Points gained in the previous age to "purchase" attribute points. You can purchase a maximum of 2 in any tree but since Culture/Diplomacy and Military/Expansionist both share a single Legacy Path, you'll need to use your wildcard Legacy Point if you want two points in each, and you can only do it for one of the pairs, not both. You also need to give-up on the 2-points Legacy Cards in order to purchase 2 attribute points, but sometimes the benefits you can get from the Attribute Trees will be better than the 2-points cards. The amount of points you can get from Legacy Points is highly variable but if you're actively pursuing a victory condition you can count on 2-4 attribute points in your tree of choice from Legacy Points.
  • Civilization Traits. This is where things get interesting. Each age you can get 3 points from your Civilization traits : one for each trait and a third you can choose to be either. Those points are not just given to you at the start of the age thought. You'll get them through Narrative Events that will trigger during the age. While unlikely, it's entirely possible to miss on some of those if you're not playing with some mechanisms.
  • Leader Traits. Your leader will give you one point each age, corresponding to one of his traits. However, like Civilizations that point is hidden behind Narrative Events and unlike Civilizations, it's hidden behind several layers so it's extremely easy to miss that point if you don't know it's coming. You have to complete a "quest" chain that start when you meet some criteria (usually rather early in the age) and gives you 3 options. The first 2 will give you a quest for some yield and will later trigger a second quest for an attribute point while the 3rd one will directly give you some yield. Since nothing shows that you'll get an attribute later it might look like the 3rd option is a better choice (easier yield, or maybe one you need more than then other 2) but you'll miss on an attribute point if you don't start the quests.
  • Wonders. Some wonders come with an attribute point. Those are usually very good and not always a high priority for the AI (Hanging Garden is usually perfectly winnable in the Antiquity, even on higher difficulty if you prioritize it). Read the descriptions carefully.
  • Other. This is where it really becomes weird. There are a number of Attribute points that some Civilizations/Leaders can get (but not all of them) and a few others hidden in Narrative Events one could easily miss by not knowing the triggering condition.
Civilization Traits

Each Civilization will trigger "generic attribute events" twice during the game, once for each of it's attributes. In addition, upon researching the last Civic of their unique Civic tree, you'll get a unique (only the flavor differs) event giving you one attribute point to choose between their traits (except for Ming apparently who get a Tradition slot instead). It's impossible to miss the choice unless you don't research your Civilization's unique Civics but the other 2 could be missed if you don't play with one of your Civilization traits (diplomatic, militaristic and economic might be the easiest to miss). Here are how to trigger them :

In the Antiquity
  • Cultural : Research 6 Civics "The people look at one another and ask: who are we? Their cultural heritage deepens"
  • Scientific : Research 6 Techs "Progress marches on, driven by discovery. The people's thirst to know the workings of the world cannot be quenched"
  • Economic : Have 2 Trade Routes "Wealth flows through the land like a river, offering up priceless nourishment: economic security"
  • Militaristic : Disperse an independent and/or conquer an enemy settlement "Strength is best measured by the skill of its use. Wisdom sharpens power's blade"
  • Diplomatic : Form an Alliance and/or become Suzerain of a City-State "Duty to one another is duty to the self. Diplomacy grows more powerful with practice"
  • Expansionist : Have 4 Settlements (conquered settlements count) "Over the horizon, there is always another horizon. Reach grows like the dawn"
In the Exploration Age
  • Cultural : Research 6 Civics "The people look at one another and ask: who are we? Their cultural heritage deepens"
  • Scientific : Research 6 Techs "Progress marches on, driven by discovery. The people's thirst to know the workings of the world cannot be quenched"
  • Economic : Score a Legacy Point in the Treasure Fleet Legacy Path "Wealth flows through the land like a river, offering up priceless nourishment: economic security"
  • Militaristic : Disperse an independent or conquer an enemy settlement on Distant Lands "Strength is best measured by the skill of its use. Wisdom sharpens power's blade"
  • Diplomatic : Form an Alliance and/or become Suzerain of a City-State in Distant Lands "Duty to one another is duty to the self. Diplomacy grows more powerful with practice"
  • Expansionist : As an Expansionist Civ/Leader, Have 2 settlements in Distant Lands "Over the horizon, there is always another horizon. Reach grows like the dawn"
In the Modern Age
  • Cultural : Research 6 Civics "The people look at one another and ask: who are we? Their cultural heritage deepens"
  • Scientific : Research 6 Techs "Progress marches on, driven by discovery. The people's thirst to know the workings of the world cannot be quenched"
  • Economic : Build 3 Rail Stations "Wealth flows through the land like a river, offering up priceless nourishment: economic security"
  • Militaristic : Train a Squadron Commander "Strength is best measured by the skill of its use. Wisdom sharpens power's blade"
  • Diplomatic : Complete one of the Ideology tech trees "Duty to one another is duty to the self. Diplomacy grows more powerful with practice"
  • Expansionist : Build a Grocer in 3 cities "Over the horizon, there is always another horizon. Reach grows like the dawn"
Leader Traits

Each Age, each Leader will trigger an series of quest that will, if followed correctly, reward you with one point in one of his traits. Contrary to popular belief, leader traits don't appear to trigger the "generic events" so you will only ever get one attribute point from your leader (with the exception of Ibn Battuata who gives you 2 Wildcard points early each age and some specific leaders who have additional hidden attribute points).
Here is a list of the first event in each leader's quest chain. When those events trigger be sure to choose one of the first 2 options, even if it seems like it's a lot of efforts for some small yields and even if the 3rd yield would be more useful immediately. There will be another quest a few turns after you finish the first one offering an attribute point. Usually the first quest can give you an idea which attribute you'll gain from the second one (if you choose a quest for Culture you'll probably get a culture attribute point. Leaders with multiple personas have different flavors for their quests but the name and triggering condition are the same.

In the Modern Age
The situation appears to be different in the modern age. Leaders have two different quests (one for each trait) and each one has a requirement of perform 3 <trait_name> Leader Quests. It's not clear exactly what qualitfys as "trait Leader Quest" but it's entirely possible that you'll get the modern age attribute point only if you took the same attribute point in both the Antiquity and the Exploration age. Alternatively, if there is enough "trait Leader Quests" outside the quests giving attribute points, it might be possible to get both attribute points in the modern age. This defintely requires further testing. This part will be updated when i have a better understanding of how exactly it works.

Wonders

Pretty much self explanatory but i'll put a list of wonders giving attribute points.

In the Antiquity
  • Colossus. +1 Economic. Also a hidden choice of +1 Economic or Military via Narrative Event (does that mean you can get +2 Economic?)
  • Emile Bell. +1 Diplomatic
  • Ha'amonga'a Maui. +1 Cultural
  • Hanging Gardens. +1 Expansionist
  • Mausoleum of Theodoric. +1 Militaristic
  • Nalanda. +1 Scientific
In the Exploration Age
  • Swedagon Zedi Daw. +1 Wildcard
In the Modern Age
  • Oxford University. +1 Wildcard
  • Taj Mahal. +1 Wildcard
Other

This section has very much been data-mined so it might not be entirely accurate. It's not clear exactly whether those narrative events always trigger, are random or maybe have other requirements.

In the Antiquity
  • Egypt. Can get +1 Militaristic with the Medjay Quest. Train 2 Medjay then choose the quest to disperse an Independant Power with a Medjay (you can also disperse with your first Medjay, the quest will automatically validate once you get the 2nd, but it must be a Medjay using the disperse action)
  • Greece. Can get 2 extra attribute points with Logios quests. You must train and use the associated Logios to trigger the events.
    • +1 Diplomatic with Hypatia
    • +1 Wildcard with Thales of Miletus.
In the Exploration Age
  • Abassids. Can get +1 Scientific with an event that triggers when they have 15 Exploration age buildings.
  • Normans. Can get +1 Economic or Cultural after they do all of the following : activate the Chivalry Tradition, train a Chevaler, and have 3 Incense resources (trade resources probably work)
  • Ashoka. Can get +1 Cultural after founding a Religion if he doesn't have the "Warmonger" narrative trait (whatever that means, probably don't declare war)
  • Majapahit.
    • Can get +1 Cultural after they conquer a Capital
    • Can get +1 Expansionist (and +1 Migrant) for a quest that triggers when they improve Spice (take the quest, not the direct Yield)
    • Can get +1 Cultural in the Modern age ("Majapahit Legacy" event) after they have a Museum with Artifacts and the Imperialism Policy active
  • Ming. Can get +1 Economic or Scientific after building 5 Exploration age gold buildings and 3 Exploration age science buildings
  • Hawai’i. Can get +1 Militaristic after they kill 3 units with a Leiomano
  • Everyone. Can get +1 Cultural Attribute Point (as well as +1 Belief and +1 Relic) if they make their religion dominant in every civilization!
In the Modern Age
  • Everyone. Can get +1 Cultural or +1 Economic if they have both Eifel Tower and Statue of Liberty in their capital
  • Prussia. Can get +1 Militaristic for declaring peace then building Brandeburg Gate
  • Everyone.
    • Can get +1 Cultural or +1 Economic after building a Radio station if they have 3 "Weather Cult" Narrative Tags.
    • Can get +1 Scientific or +1 Militaristic after building an Airfield if they have 3 "Storm Chaser" Narrative Tags.
    • "Weather Cult" and "Storm Chaser" tags appear to originate in the natural disasters narrative events specific to the modern age so you need to have at least 3 of those events and choose the "correct" answer each time.
  • Ideologies. Once you finish researching your ideology you'll get a time limited quest (the exact quest depends upon your government) to gain
    • +1 Cultural (Democracy)
    • +1 Militaristic (Fascism)
    • +1 Science (Communism)
  • Siam. Have 10 Uparat events which can give them attribute points.
  • French Empire. Have 10 Jacobin events which can give them attribute points.
  • Everyone. Can get +1 Cultural after building a Museum if they have "Golden Horns" Narrative Tags. The "Golden Horns" narrative tag apparently comes from the Gilded Masterpieces Antiquity event which (can) trigger once you improve 2 gold resources. You get the tag regardless of your choice.
  • Siam. Can get +1 Scientific if they work with the monk in the long and convoluted "Ya Nak Phrakhanong" quest chain. The chain starts after they train 20 land units and have a damaged Bang in the Capital
  • Mexico. Can get Attribute points from the quests of Revolucionarios :
    • Miguel Hidalgo (Militaristic/Diplomatic)
    • Benito Juárez(Cultural/Scientific)
    • Antonio López de Santa Anna (Militaristic/Expansionist)
  • Harriet Tubman. Can get +1 Diplomatic or +1 Militaristic if she has the "Elective Republic" and "Classical Republic" Narrative Tags
Any time
  • Everyone. Can get +1 Militaristic if their associated wonder gets built by another civilization when they are at least 75% done building it, and they then capture it ("Wonder What Went Wrong" narrative event)

Great guide Yanaek. What's a "Golden Horn" Narrative Tag?
Hey, i know i'ts been some time since you asked that but i finally found a trace of the "golden horns" tag ... back in the antiquity. Seems like it comes from the Gilded Masterpieces Antiquity event which (can) trigger once you improve 2 gold resources.

Note that at this point i don't know whether resource based events are guaranteed to trigger when their requirement is met, there's an RNG roll, they trigger only for the first player who meets them or there's a bug that sometimes prevents them from triggering.
