Can't get BTS to install

I have installed both vinilla and BTS on this machiine before. My desktop crashed, so until I fix it, I was going to reinstall both on my laptop. Vin installs fine, I can update it with patches, and fix the other issues. When I insert the BTS CD, it asks what language, I select english and the install shield wizard just sits there. The CD is not spinning or anything for 5-10 minutes and then I get the message:

An error (-5005:0x80070015) has occured while running set-up...



I've tried disconnecting from the internet, not patch VIN and still no joy. I would appreciate any help.
