can't hook up resources?

I haven't been playing much so im not sure if I'm doing sometihng wrong but somehow I can't hook up my iron or copper resource and can't build axeman.

what am I doing wrong I got a road on top of it and a citizen is working it
 
the copper needs a mine and a road on it to count as hooked up. you have the road there but you still need a worker to build the mine.

you also should put a road between your city and the pigs over there. they're giving you extra food already, but if you connect them, like you're connecting the copper, they'll give you a health bonus :)

for all of those "hooking up" things there are two steps. some improvement the worker has to do (mining for the copper or gems, the pasture for the horses or pigs), and then connecting it to the city, which sometimes is automatically done by a river (like the gems for you), but sometimes you have to build a road (like for the pigs you will).

you have a very nice city there! gems are one of my favorite resources to get, they can help you research things very fast if you have a citizen working on them. have fun and good luck!
 
Also, you don't need a citizen working the resource tile for it to count as a strategic/health/happiness resource. A citizen has to work the tile to provide the hammers/food/commerce that tile gives, but not for it to count as a resource.

So you could, for example, take a worker off the copper and put it on the gems, and still be able to build axemen (again, after you get the mine built).
 
If you put your mouse over the resource, the box will say in red what you need to do to access that resource. That will tell you what techs you need, improvements you have to build, etc to take advantage of it.
