Can't load my scenario

[Overkill of ASE]

I've created a World War II scenario but can't get it to work. I've replaced each civ with a country and have set up all the territory, cities, and units. I get past the setup and the options just fine, and as the scenario is loading (very slowly, but to be expected), the game suddenly crashes about 30% through.

I would upload the .bic file but I'm not sure if I can do that in this forum. Does anyone know what mistakes I may be making? Can I upload the .bic here so someone can examine it better?
