Can't railroad to captured cities

Playing C3C, I recently obliterated the Scandinavians and am currently improving my newly acquired land. Unfortunately, for reasons unknown to me, the new railroads are not connecting to several of the captured cities. Units moving in and out of these cities still incur the movement costs of regular roads. Even when all surrounding tiles are RR’d, the little brown road still egresses from the city tile.

What’s up with that?

I noticed that too, I guess it's a bug. Was the RRed tile on tour territory?

This bug has been fixed. You need the latest patch, 1.22.
