Can't rally point on city

I'm having this annoying problem where I can't rally on a city tile. Anywhere else is fine, just when I want my units to rally a city I don't get the yellow circle. Any fixes?

I am not sure, but if you take a look at the pedia and there shortcuts-->mouse I think you may find something.
