[Vanilla] Can't rebase to a city?

I'm playing Vanilla version 1.0.0.341.

I selected a flighter and want to rebase it. As the screenshot reveals, I can rebase it to an airstrip or Gordian, but not Susa.

I don't see any planes hiding underneath Susa.

Why can't I rebase my planes to Susa?

Probably out of range so you have to rebase to a closer city first

The screenshot highlights the selected unit, which is 2 tiles away from Susa. Is the city too close to rebase?

Does Susa already have an air unit in it? I think cities only have 1 air slot, right?

Cities only have 1 air slot, but the screenshot doesn't show an air unit icon for Susa.

Did you only just capture Susa this turn? Maybe the UI just hasn't updated. Try clicking Susa anyway?
