Can't RushBuild

I'm playing as the Greeks on a Large Map on Monarch difficulty. I've just gotten a Medieval Age Leader and I bring him to Athens to rush Knights Templar, but I don't have the option, only the option to create an army. Is there a reason for this, or is it a bug?

Because they created SGLs, which rush GWs.

I'd say they need(ed) to update the manual and Civolopedia with that info...

Military GLs can only rush Small Wonders or regular improvements. Or build Armies of course.
