Can't send carrier into allied waters.

Not without declaring war on my ally at least.

I'm playing the Iroquois. I own my continent and have established a presence on the second continent by wiping out the Zulu, in tandem with the Babylonians.

The Babylonians, the Germans, and myself, are now fighting the Persians as allies.

Here's the problem.

I have some carriers with fighter jets set to air superiority and have discovered that the carriers cannot be sent into Babylonian waters (next to the border with Persia) as this will cause me to declare war on the Babylonians. I also have a ROP agreement along with the alliance.

This should not be. It suggests to me that air superiority still needs a lot of work before anyone designates any upcoming patch as final.

Can anyone else confirm this? I'm playing with the current patch.
 
There is probably a sub in the square you are trying to move to.
 
They must have a hell-of-a-lot-of-subs then.

I just successfuly sent it into an area of their waters well away from the battle zone without a problem. It's strange that only the carrier seemed to have a problem when I tried this before.

Is there anyway I can see what units the enemy has and where. Like some kind of utility for messing with save games? I'd really like to know if I misinterpreted what was happening, or if I actually did experience a bug somehow.
