Capture, raze... And occupy?

I don't know if there are warmonger penalties in this game like in Civ 5; but just in case there are, I'd like to see an occupy option after taking a city. Occupying a city instead of capturing it gives you the ability to freely move your troops in and around it and nets you zero warmonger points. After the war is over, occupied cities automatically flip back to their original owner. I'm not sure if it's fair or not to get any production use out of occupied cities, though. Any thoughts?
 
Civ VI has a mechanic more or less like this. I think it was in one of Quill's videos where he talks about how the default peace in this game looks to make sure non-warmongers return a city to its original owners. Said something about how if you return a city to its original owner then you'll get rid of your warmonger penalty, but if you keep it then you'll get a bunch of warmonger points

Oh, interesting. Do you know if you get the warmonger points during the war, or only receive them if you keep the cities after the war?
