Capturing a Full City

Stared a new game, Marathon, 9999 turns, 24 nations and was totally surprised when I took my first city they had every zone filled. 8 ceramic shops , 5 workshops, 3 dwellings, 5 farms.. None of these builds could I use and they did not create products. Anyone else have this?
 
So, you captured the city, but it's not possible to set production orders for buildings in the city? Were the buildings damaged, perhaps?

If you could post a screenshot, it might help me see what is going on. :-)
 
Thank you, I have deleted a majority of these buildings and restarted production. My worry was the fact that every province had max buildings.
 
The reason why you couldn't build anything was because the crafter s were damaged during the siege. The nice thing about taking an enemy city is that you can take advantage of having extra buildings beyond your quota, however by removing them you will no longer be able to build improvements beyond the quota limit.
