Capturing Units...

For certain Governments, such as Communism, Fuedelism, and Facism, there could be an option if you kill an enemy, you have the ability to capture them and bring them back to town which creates HAPPY FACES. You will have to pay a small upkeep for them. If the person you captured them from, takes over the city, they re-gain control of their units. If it was a Swordsman, it would be taken back as on and regained as one. The person who captures them cannot use them to attack.
 
All govs should be able to capture units. I think there should be some side effects of capturing units:

1. Take into a city to assimilate the equipment into your civ (assume that the people are killed/POWs and new soldiers have to be trained

2. If the tech to not build the captured unit is not known, some tech points would be awarded in that catergory

3. The people would be turned in POWs. These would do "public service" work such as irrigation, etc

4. Culture hits from the civ that units were captured (We're losing people in here!) That annoyed in CIV III- The civ was losing and they were overpowering my culture.
 
Basicly this sounds like enslavement but on a much grander scale. I think it would be a good idea but you would have to make side effects to this so people would not just be able to get cheap labor.

He can tell the citizens of the city how good the other civ is that your fighting, and they can break away from your empire. Or he can sabotage your building projects, something like that.
