Modern Cultural Legacy (Victory) Rework idea

While the ways of getting cultural artefacts was reworked in a great way last patch, I think this system would still benefit from more possible interactions.

I can guess why explorers are invicible, making them targetable probably encouraged everyone to go very protective of their home artefacts during testing, but them being etheral feels lacking.
I would love artefacts becoming vulnerable-to-capture units to bring back to your home museums, a lot like treasure fleets.
Sending explorers to hostile territory could work like spying missions with success probability to get the convois/explorers carrying artefacts out of immediate danger, and with some diplomatic cost/penalty.
While accepting explorers from friendly players to your territory could be rewarded through diplomatic actions. Maybe against large sums of gold or/and diplo points for greedy civs uninterested by cultural legacy.
It opens space for a costly diplomatic action of stealing an artefact from a museam aswell, making the robbers convois appear on the map and giving a chance for the "legitimate" owners to get it back.
Also explorers cost should scale based on owned cultural legacy points now that they are quite expensive. Or even better, let's make artefacts spawn location based on cultural legacy !

This Legacy path has a great potential as an Indiana Jones like victory or even a more historically accurate one, but looks just a little bit unfinished right now.
