Causing revolt in Democratic city

An enemy civ had Democratic government. To try to capture city,
I used spies to blow up city walls, temple, cathedrals, etc.
City went into revolt and was in revolt for 5+ years. However,
each time I went into any city of this civ and tried to "buy it,"
I got the standard dialog box about Democratic cities being
immune to this. I thought that Democracies were "fragile" and
any city in revolt for more than a turn would cause government
to fall into anarchy?
 
That's correct for you but not correct for the AI. Demo is way to war-unfriendly, a strong Rep is the way to go.
 
If you can get them to declare war on you, or if they fear you, because you've surrounded them with troops, they are likely to switch to fundie, or some other war-gov.:) Then you can bribe them:D
 
Most times, they'll move into Republic. I don't let my enemies reach Fundy. It's just too dangerous.
 
I'd give them Fundy as soon as it's available for me - they'll switch to in case of war. And then their cities are cheap to buy.
I had games (in deity) where I bribed about 100 cities.
I was in Fundy, too (celebrating Fundy - I had The Gardens, Mike's and Bach's - 50 %science, 50% lux, no taxes - > 2600 gold a turn!)
