Early Game City Building

I increased the difficulty to Regent, but I'm still building way too fast and running out of things to build
It also sounds like you are playing without a plan?! At the beginning of the game, take a look at your starting area and ask yourself "what is my desired victory condition for the current game?"
Based on that, make a plan on what to build and research, and then try to execute that plan without getting side-tracked by building too much stuff that is not needed for that victory...

For example, when aiming for a cultural victory, temples are good, but otherwise they are not needed and only slow down the victory. When going for a space race victory, you build libraries and universities early and research like crazy. When going for a victory by conquering the world ("domination victory" = own 66% of the world, or "conquest victory" = kill everybody else), then you may want to skip the libraries and instead build lots of units and attack. Here also the type of map plays a role: on pangea, all you need is units... but on archipelago, you will also need lots of ships and perhaps the Lighthouse.
I think you get the picture. There is quite a number of victory conditions and different strategies to achieve them quickly, which makes the game quite varied. Just sitting there, building everything you can and then waiting for one of the victory conditions accidentally getting triggered, can be quite boring... :)

Also, what others already said: definitely upgrade to C3C v1.22! It adds a lot of new features, units, buildings, wonders and even governments, and allows many more different strategies and ways of how the game can be played and won. If you can't find the CDs on eBay, you can get it on online game sites like Steam for 1-2 bucks.
