Change of leaders in scenario?

Dear mod gurus! I have a question.

Let's say I have a map with, well, American and Egyptian Civilizations on it. I started the game with Washington, put Ramesess in rivals and designed a nice map for game-from-scratch - first turn, no towns settled yet. (Don't know if this is important or not, probably not.)

Now, when I am starting new game on this scenario via common way - "Load a Scenario" from main menu or by alternative way by loading the map from World Builder, I can choose either Americans with Washington or Egyptians with Ramesess.

Is there any possibility to make it so that I could choose not only Civilization, but its' leader too? For example, I want to play this same scenario as Lincoln against Hatshepsut.

And I don't mean changing leader names once in notepad, I mean selecting options in game while you are starting.

I dont think so because leaders for a game are defined in notepad. I thing I saw a Europe mod that did that, but that was a full fledged mod with python, not a WBS scenario.
