changing Barbarian level once scenario has been saved

Once a scenario has already been saved with Barbarian level at "Raging Hordes", can it then be altered so that the Barb. level is "Villages Only"?

I have a scenario that I downloaded from the Web that I like, except for those pesky "Raging Hordes" that begin appearing as I am in the latter part of gameplay--when I've conquered most of the world. I'd like to get rid of these.
