Changing City Names

Can anyone please help?? I'm trying to change the English city names with custom names so they automatically come up when I build a city. I've changed the names in the Civilizations.xml file in Gameplay but it still doesn't work. I seem to remember in Civ 5 there was 2 files that needed editing but I can't find the 2nd file in Civ 6.

Changing the name in Civilizations.xml doesn't do anything because it's not the actual name, it's just a variable name used for localization.
Search for one citiy's name, e.g. LOC_CITY_NAME_LONDON, and you will find where you have to change the cities actual translated name.
