Changing colers for an already made scenrio

I cant change the colers of a civilization when the scenerio is already done, i tried it on a random map and im able to change thier coler but not a already made scenerio. Am i just gonna have to live with the civilizations colers that they have already?

Going into Scenario Properties. "Players" Tab. Then change Team Color.

i changed the coler in properties but they dont change colers unless its a new map if the civilization has towns already it wont change.
