Changing Preset Civilizations?

Hello! I'm a complete newbie modder and have gotten frustrated surfing the site to find specific answers, so I'm gonna just ask.

I have a map with preset civilizations. How do you add to or delete from the preset civilizations to change the scenario?

I don't believe it can be done in worldbuilder. However, if you save it as a WorldBuilderSave, you can then modify it there (in notepad, etc.).
