Chat Rules! Important!

I, as the chat owner and "operator prime" for #demogame, must insist on the following rules to be followed by all participants in the chat. Every counter-action will be punished by devoicing, continued disruption of the chat will be forced by livelong banning from the channel (all actions to be taken after 2 warnings of course).

Operators in duty:
Disorganizer (operator prime)
Falcon02 (operator backup)

Current Term operators by office:
donsig (president)
chieftess (vice-president)

All actions against these rules will endanger removing the chat from the game in total as rendering it useless!
 
operators (ops):
persons mentioned in above post to controll the channel or a person oppen by one of the above.

player in duty (pid):
player which is running the save according to coc

voiced citizens (vc):
all voiced persons in channel

citizens:
all persons in the channel
 
1) the pid states a "/me POLL TO BE STARTED! QUITENESS!!!" to the room
2) NO talking is allowed from now on!
3) if somone violates a operator is to issue a warning and if continued devoice action is taken.
4) after room was quite for 10 seconds pid states the question to the room, together with the type of poll (cabinet or citizen).
5) still quieteness! (see 2+3)
6) after 5 seconds pid states the options to answer with, numbered 1) to n), where one option must be "abstain"
7) still quieteness! (see 2+3)
8) pid states a "/me POLL STARTS NOW!" to room
9) now participants can vote. pid notes the votes. NO DISCUSSIONS!!!
10) after all voted or adequate time, pid states "/me POLL BOOTH CLOSED!" to room
11) pid calculates result and posts it in room
12) pid states a "/me POLL ENDED! OPEN CHAT!!!" to romm
13) discussion is open again!
 
QUIETENESS-Call
pid can call for quieteness any time:
if the pid call out "QUITENESS!!!", all participants have to stop talking immediately. He can then call for info or give information related to the game. During this phase, only participants directly adressed by the pid are allowed to talk. This phase is ended by the pid calling out "OPEN CHAT!!!" to the room.
This action may be enforced by devoicing if citizens are not willing to comply in an adequate time and after warning.
DEPARTMENT-Call
if the pid makes a call for a specific department in the way "QUIETENESS!!! DEPARTMENT xyz!!!", then all vcs not belonging to the department mentioned have to stop talking, till the "OPEN CHAT!!!" is received!

Behaviour of vcs
* All voiced citizens (including officials) should keep off-topic discussion to a minimum in #demogame. The over-cluttering of chats with off-topic or unorganized comments already has busted too many decisions in chat.
* They also should try to help the chat being a organized and smooth event.
 
1) the pid is to be opped temporarily
2) a minimum of 2 opped persons should always be in turn-chat. if needed op trusted persons temporarily
3) strictly enforce chat-rules
4) punish violators after request from pid
* warn ppl 2 times before taking measures
* measure 1: devoicing
* after 2x devoicing a last warning is issued
* last measure: live-long ban!
5) if one of the operators in office misbehaves, he is removed from operator-status immediately by a operator in duty. also report to "operator prime" to have him removed from auto-op.
6) your nick has to be registered with nickserv
7) you have to identify to nickserve before coming to channel
8) if a citizen reports misbehaviour of an op, operator prime will hold a investigation for this incident and if found guilty the operator is removed from the op-list for the rest of his live

applications for operators in duty:
1) you should almost always be on chat when turn-chat runs
2) you should identify with the rules and ideas of our organization with all of your heart
3) you should give operator prime all your money and other ownings ;-)
apply to operator prime, then we will have a public tribunal and vote for your acceptance.
 
no, they need not. if the chat runs inadequately unsmooth, i can intervene.
thats the job of a chat-op.
all those rules are fair. no one if forced to use special calls.
its just a set of behaviour rules which are
a) normally common sense for chats
or b) behaviour rule for ops

the only change here for the game is the possibility of the pid to call for adequate behaviour, which he can, but is not forced to use. if the pid wants, he can roll the chat session along as before.
so its no rule change, and also, the chat is not ruled out in the constitution.

btw:
the chatroom in only a technical vehicle for the game. so the rules in chat are not part of the demogame ruleset. you dont want to change the forum-rules for the game, will you? so its the same with the chat. and the next thing is that none of the rules above conflict with any rule of the constitution, as also none of the above points are till now touched by the constitution.
 
I didn't disagree with the rules, dis. I disagree with anybody making arbitrary decisions and creating rules that will affect the entire game community. It is the height of hypocrisy to cry "Power to the people" one minute and play Dictator Duck in his private pond the next. ;)

You are technically correct that IRC is not the Forum. However, the turn chat is a vehicle of the demo game and is regulated by it.
 
They are arbitrary rules that must be followed. At a minimum they restrict free speech.

The key thing here is that they are arbitrary. One person must never be allowed to dictate rules to the mass of the citizenry. Never.

@Shaitan: Please list the rules restricting speech. No citizen is revoked his speaking rights at all. The rules only organize speaking.
Do you need a voting in parliament if doing a moderated discussion?

so why did you leave out point 1) ?

this is normal acting in a moderated chat. best practices as have been practices in normal and electronic discussions. if you poll or talk on a specific topic, the moderator has the right to force silence to avoid clutter.
no restriction of speech, since as long as the moderator (pid in our case) does not call out this, every1 can talk as likes.
 
Dis, please understand that I'm not against the rules themselves or against standard practice in chat rooms. The point is that our chat room is a reflection of the game. We want citizen involvement in rules and regulations that restrict citizen actions, especially when there are repercussions for violating the rules and regulations. My objection was to the rules being arbitrarily implemented. No discussion, no poll, no nothing.

Chat ops is a programmatic implementation of the chat rooms. Anybody can be a chat op. Should anybody then be allowed to state new arbitrary rules for behaviour in the chat? How about if donsig starts up a new chat room for the next turn and, since he's the prime op for that room, makes a rule that nobody can speak unless he asks a question. It's a moderated room and he's the prime op so it should be okay, right?

i still dont see the necessarity for this because these rules (except the possibility for the moderator to tell the ppl to shut up and behave in a standardized manner) where there all the time, just that they have not been out here in the light.

these rules are normal behaviour in any professional discussion.

No, it would not be okay if he did that. He'd be barbequed alive and thrown out with the trash if he did so.

These rules were not there before. These rules are very specific to our circumstances. IRC is an open forum. There are certain accepted codes of conduct but there are no rules and regulations on IRC.

Rules must be debated and approved by the people who are expected to comply with them.
 
Is this really such a problem? I just dont get the problem at the moment. As long as the moderator does not use the call for discipline for ONE SPECIFIC DECISSION, nothing changes.
