I should have clarified in my post that I couldn't download your link because Rapidshare is silly.
What I mean is, in the actual game to play your map with the proper units/barbs etc you put there you need to go into the MODS menu in Civ V so:
Mods > Single Player > Set Up Game > make sure to check "Load Scenario" before starting the game.
However unless you have also added players to the scenario (i don't know because i couldnt download your map) it may just start with barbs and just you, however again i'm not sure as i haven't messed with it much and it's 5:30 in the morning, have a nice .. .whatever time it is where you are

Once there, choose your Scenario from the list of map types (continents, archipelago etc)
Click "Back."
On the main pre-game setup screen (where it shows civ, map type, map size, and game speed) you will see where the map type is displayed - just under it is a little check box "Load Scenario". Then click "Start Scenario" in the bottom right.
I can't take a screenshot for you as my computer is being weird sorry.
You can also load scenarios from the normal Single Player>Set Up Game>Advanced Setup page (ie not in the mods section) but i'm just being extra sure here.
