Ive been facing a problem where i declare war to civ A, I conquer A´s cities, and they start joining Civ B all of a sudden. I dont fully understand how this happens, considering I captured a civ B city, it revolts from time to time but it never 'change sides'. Does it have to do with me having lots of units there?
What can i do so that cities in this situation stop revolting or joining other civs? In this city which revolts all the time ive bulit Theathre, Library, University but it does not halt the revolutionaries...
