Here is the current rule (CoS C.2):

The designated player will decide if a captured city is subject to renaming. He/She will post this decision for each newly captured city with the turn brief and save game. Renaming rights follow the chain in Point 1 above.

If the DP doesn't follow this procedure then these cities can only be renamed by the appropriate governor in the first week of a term. Even then the cities will not be subject to the naming rights queue. Also, this process would have to wait until provinces are defined in many cases. Since we have reached a stage where new cities will be few perhaps we should consider changing our naming rights rules to extend naming rights to our newer citizens. We already have a name registry that is lying dormant for lack of new cities. If this idea is acceptable we must hammer out the exact change and get it passed appropriately.

To get the ball rolling I propose we change the above rule to read:

The President will decide if a captured city (not of Fanatikan origin and that has not already been renamed) is subject to renaming. He/She will post this decision for each (non-Fanatikan, non-renamed) captured city in the Presidentail thread and proper turn chat instruction thread. Renaming rights follow the chain in Point 1 above.

This seems like an easy method. It does allow for the DP (if not the president) or any citizen to petition and lobby the President for name changes. It protects those that have already been renamed. It also safeguards any of our cities we re-capture from being renamed.

So what do you all think?
 
Sensible and simple. The only addition I'd put in there is a time limit. Wouldn't want to have Tokyo as part of the nation for 4 terms and suddenly the new pres decides to put it up for renaming. I'd recommend a change like "The President will decide if a city captured during their term in office". The Pres will then have from the time of capture until the end of their term to put up the city.
 
That's a good idea (I'm personally fond of Tlaxcala) but I don't like the exact solution you offer. It would mean we couldn't include Ganges, Lahore, Calcutta, Delhi and all those other cities we captured near the end of last term. Since getting those cities into the naming queue is the whole reason for making the change I hope we can find another way to do this. We could make it something like "The President will decide if a city captured during their term in office or the previous term".

An alternative (though one without precedent in Fanatika) would be to use the wording Shaitan suggested along with a clause specifically detailing the recently captured cities that would be subject to renaming this term.
 
Making a "provisions rider" for the bill would be fine in my eyes. That describes how the new rule affects the current standings but does not itself become part of the rules.
