City Distance Mod compatibility (_Zee, Summer, von Jahgmann)

Throwing this out here, because I don't know why I can't manage to get any of these to work.
The mods load fine, they just don't seem to have any effect re: minimum city distance, neither in Settler lens or in actual effect.
I would prefer using _Zee mod since it seems more comprehensive re: intersecting mechanics,
but none of them seem to work at all, and I assume same issue is preventing all from working.

Here is other mods I am using, any idea what is problem, or what is best solution?

I am at point of learning to use console/Firertuner to prevent stupid AI close-settling,
but would really like to find solution that works comprehensively across the board...
