City growth prevented by unhappiness that doesn't exist

Hello everyone, I'm playing a emperor level game with Shaka on a YNAE map, and have noticed that literally all my cities have stopped growing, even though I have a food surplus in each one and my empire is not unhappy. I've hovered over the food icon on the city screen and noticed that for some reason my surplus has been reduced by 100% because of apparent unhappiness. I'm using the Communitas AI and tools mod, though for some reason the interface of my game has also been changed (despite the interface mod not being turned on). Screenshot and savegame attached below. Many thanks. (I should add that I have definitely not accidentally pressed the avoid growth button).

Note in the attachment that you can see that while my empire is in fact happy, for some reason I'm being penalised for unhappiness.

EDIT: I've now attached the Lua file. Please please help!

I would say at first glance you are experiencing a mod conflict. What are the other mods you have loaded?

I can't actually check out your log or saved game just yet.

Try eliminating the other mods first, if the problem still exists with only CAT loaded then I can have a look at it.
 
It looks like a conflict with the middle earth map pack. There isn't much in the lua other than that.

As I recall, there also used to be a bug with unhappiness in conquered cities not updating until after a save/reload because of the changes to conquest options. So it was possible to actually be in negative happiness but the UI not reflecting that. I believe that was fixed some versions ago, but I can't tell which version was in use. And that was mostly a problem with CEP anyway.
 
Good point. Since the Steam version is still at 3.14 it may be that all the Steam subscribers have that issue and are unaware of the newer versions here. I honestly can't remember when we fixed that.
