I know Civ3 isn't supposed to be ultra realistic, but you'd think that a city the size of New York would be able to concentrate on more than one building project at once.
There should be 3 slider bars in the city screen. A military one, a commercial one and a civic one.
Each of them builds a different structure/unit associated with it, the amount of money you distribute to them affects their build time. That way you could concentrate all of your production on civic projects and have courthouses and hospitals up in a jiffy but have your city depend on others for defense. Or you can turn your city into a massive military centre but neglect the public buildings. Or you can order your city to churn out Malls* and banks turning it into a financial centre, or a combination of all those things.
If the military queue should run out of things to build, it will just resort to building infantry or it's equivilent. When the civil build queue has no more orders then it will build infasturcture**. If the commercial queue is empty, then Wealth will be substituted until something comes up.
*Malls - A new improvement, available after the discovery of currency. Increases commerce by 10% in city.
**Infastructure - building this would mean that all maintainence costs for the city are taken out of the Civil Fund instead of the player's treasury.
