hhihii i am a new civ player so here are a few questions:

1.What is the optimum size for the capital and subsequent city at each stage. does goverment type:despot,republic,democracy affects it? i look at the AI and theay are all at 2 or 3(first stage).

2.what do u do to the city that has shut down?? is there any other way than to build roads bringing luxuries(that's what the civilopedia suggest).

I think that the city can grow as big as possible till there is no food to produce anymore. The highest I had was 26.

You can switch a civilian inside a city to an entertainer if you're city is in civil disorder
 
I see no reason to grow cities beyond size 20, except if you're "score growing" like they're doing in the GOTM#2. Your workable city borders can't encompass more than 20 tiles. OTOH you might want larger than 20 cities so you can have entertainers; throw you into WLTKD. I personally don't do that, either.
 
If your city grows beyond the size when all city squares are worked on. Then new citizens automatically become taxmen. I see no problem with that. In fact I like it.
 
Yeah but why irrigate for taxmen when you can mine for shields?

Well, I like scientists in my big tech city especially (Lib, Univ, Lab, Copernicus, Newton, SETI). Taxmen are nice with Market and Bank; of course you could just mine like you say and use wealth to convert to cash if needed...
 
I don't think so. Convert 8 shields to 1 coin is the worst deal ever. Make the city accumulate shields for a wonder, or just pop another unit and go for some blow trading with your neighbours.
Usually I stay near the 20-21 size cities, more doesn't seem to make any good. Even with 10 taxmen or scientists, there's no noticeable changes.
WLTK? I only have 12 cities at max, all surrounding the 2 capitals. There are some outposts for resources, sure, but they're just that, outposts. They never grow beyond 5-6.
