What's better, to have a hoard of sparse to moderately built up cities, or a handful of uber-cities (ie have everything)? Rampant corruption pisses me off, but then again, so does having an enemy city in the middle of my territory.

I prefer having ubercities...but I can see where puttin a defensive ring of checkerboard cities around them would be helpful--at least at the inland part if you are on a coast.
