On Civ 4 edit you should be able to like customize you. Even though there are 18 civs it'd b cool if you could create like 6. To make the leader look the way you want you can use a system kind of like making the people on Sims 2. So you can change Gandhi to look like your mom or Caeser to be your uncle. Also you can change the countries in huge ways. You can preset alliances on scenarios.
example: you want to make a scenario about the tribes of Molevania (molevania doesn't exist but go along w/ it). Three of the tribes are on one side and four on the other. You can customize the three on your side to look like your cousins and pre-lock alliances. After all on a World War 1 scenario you create you don't want Germany and England teaming up on Serbia.
