Civ 5 1.0.1.332 Multiplayer AI Trade Open Borders Bug (or Intended?)

Civ 5 1.0.1.332 When moving units through the territory of an AI (during multiplayer, I assume it is the same in single player), I was unable to renegotiate the open borders agreement until the original one expired (the option was greyed out and the tooltip stated that the agreement was already in place). This resulted in my units being ejected from the AIs territory on the new turn before there was any opportunity to renew open borders. I am not clear if this should be reported as a bug, or if this is an intentional or broken feature.

As it's been mentioned many times and never acknowledged or fixed, I guess it must be intentional; if so, I'd consider it a design flaw.
