CIV 6 - Mod for more city states

I found an example to edit XML files to make "Huge" map 50% larger than default. I also noticed an entry for Min : Default : Max City States for each map size and edited the min to try and have more city states in my game.

But there seems to be a limit of 2 city states per NPC nation. Does anyone know where in the XML files i might be able to increase this?
